Automatic Number Plate Recognition at Peveril Drive Entrance

What's Happening and When?

The reader facility on the rising bollard at Peveril Drive entrance will begin to be upgraded to Automatic Number Plate Recognition (ANPR) from next Monday, 11th April. Once the works commence, the Peveril Drive entrance/ exit will be closed during working hours on weekdays, for two to three weeks and possibly one evening to allow concrete to set. You will no doubt notice there are signs up around the entrances to Peveril to remind residents; more signs will be placed to warn non-residents that ANPR is in place, diverting them to Friar Lane/Lenton Road entrance.

 
What Do You Need to Do?

If your vehicle details are up-to-date with the Estate Office, you hopefully don't need to do anything! Once installed, we will initially have a dual system in place, to allow the ANPR time to settle in and to smooth out any teething problems. During this time your vehicle registration number will automatically be recognised as you approach the bollard, or you can use your existing Norpass card as usual. During this phasing-in period, a light will flash to indicate that your vehicle is recognised; if it doesn't, please contact the Estate Office to update your vehicle details. After the settling in period, we will rely on ANPR only, so it is important that your details are updated with the Office during this time (and in the future, should you change your vehicle).
 
Please note, there are a number of contractors involved in installing the system, and one of the main ones, BT, have not yet confirmed that they can work on our requested date. There is a chance that, if they do not complete their work within our timeline, that the bollards may need to remain down for a few days until this is done.

 
Why are we changing to ANPR? 
  • The existing Norpass card system is becoming outdated, having been in place for over 10 years, and the equipment is gradually becoming obsolete; replacement parts are difficult to locate and expensive to replace, and it is becoming more difficult to obtain support from maintenance contractors
  • The cards themselves contain a battery sealed inside, and they are fading now, as many residents have experienced
  • Our stock of replacement cards is running very low, but these can be ordered only in packs of 1000 (at £29.76 each)!  
  • The Norpass system requires a lot of administrative support from our Office staff
  • Over the years, many residents have left The Park and not returned their cards, sometimes continuing to use them, or passing them on to non-residents (e.g taxis have been observed to swipe a Norpass card to come into The Park)
It was therefore very timely that the entry system was reviewed, and ANPR was the most cost-effective and efficient system out of a number of options that were researched.

 
Who will be allowed to access The Park via the rising bollard? 
  • Property owners, businesses paying the Park Rentcharge and their employees
  • Tenants (access is given for the duration of the lease and will need to be renewed with the Office when the lease is renewed)
  • Carers and other health visitors (if you have someone visiting you in this capacity (longer term, please contact the Estate Office to register with their vehicle details)
  • Emergency Services
Once the system is up and running smoothly we will be exploring other options to accommodate the needs of residents who use Taxis, Hire cars etc.
